What is a Comprehensive Plan?
The City of Mill Creek's Comprehensive Plan is an official public policy document for use by both the public and private sectors of the community. The plan is intended to be a comprehensive guide with policies to be used in making decisions concerning future land uses, establishing urban growth boundaries and city limits, extensions of community services and facilities, locations of future transportation/circulation facilities, parks and open space, designation and protection of environmentally sensitive areas and desirable urban design elements of the City.
The Comprehensive Plan is organized into elements, like chapters in a book. The goals and policies in the Plan are implemented in a variety of ways including through city programs and regulations, such as zoning.
Why is the Comprehensive Plan being updated?
Washington State's Growth Management Act (GMA) requires that cities and counties update their Comprehensive Plans on a periodic schedule. The primary purpose of the periodic update is to ensure local plans and regulations are consistent with recent changes to state law and updates to countywide policies, and to update information such as population changes and infrastructure investment needs. The update includes planning for new housing, people, and jobs, reviewing existing policies to make sure they still make sense for the community, and write new policies that reflect the priorities of Mill Creek.
The deadline for adoption of this update is December 31, 2024.
