City Manager Michael Ciaravino presented a phased re-opening plan of City Hall during the Mill Creek City Council meeting on April 13, 2021 when he requested an extension to the Emergency Declaration to June 30, 2021.

The Emergency Declaration took into consideration the health and safety of its citizens and City employees during the ongoing pandemic. The first phase of the plan is to hold the first in-person City Council meeting at City Hall on April 27, 2021.

“There are many requirements that will have to be met in order to bring all staff back and re-open City Hall to the public,” said City Manager Ciaravino. “The City has a duty to provide a safe workplace for its employees and to take reasonable efforts to protect the public when they access City services on our premises. The City is finalizing a Safety Plan which is designed to accomplish both goals of protecting our employees and our community.”

Given the complexities and challenges described above, the City will be in a position to safely reopen City Hall on a phase reopening approach. The first phase is to open City Council meetings to the public at City Hall and continue in-person attendance in Council Chambers in City Hall thereafter.

Under the current proclamations issued by the Governor, the City is required to have its meetings available to the public remotely via streaming or other technology. The City will comply with this requirement by continuing to offering an online streaming option for the public.

There are capacity limitations, masking, social distancing and other requirements in the miscellaneous venue provisions that the City has implemented for any in-person meeting option. When the distancing and capacity provisions are employed, staff has determined that it can accommodate 13 members of the public and four staff members to attend in person. The City has established a reservation system for allowing the public to sign up for the available seating.

    • If you do not have access to email, please call 425-921-5725 to reserve your space with the City Clerk.
    • Space is available on a first-come-first-serve basis.
    • If all the seats have been reserved, you will receive an automated message saying no more seats are available.

The City is taking time and care to provide resources that support the desired requests of the Council while maintaining safety of the staff and public in the phased reopening approach for City Hall.
